Technical Assistance Activities

Technical Assistance is typically aimed at eliminating the most significant shortcomings of a country’s AML/CFT framework against the FATF standard and enhancing the effectiveness of the system in the most important areas.  The main TA components, offered individually or as a bundle, are.

  • Diagnostic Exercises and Deficiency Identification
  • National Action Plans and Strategies
  • Legal Drafting
  • Training of Public Officials
  • Capacity Building of National Stakeholders such as AML/CFT Supervision, Law Enforcement, and Financial Intelligence Units
For clients with comprehensive needs
We first carry out a diagnostic exercise to identify areas of greatest deficiency. All relevant laws, procedures, tools and other written mechanisms, statistics and case law, and the  applicable structural arrangements are reviewed. A subsequent analysis allows us to identify gaps in relation to the technical requirements of the  FATF standards and obstacles to the effectiveness of the system or individual components thereof. Based on the findings of our analysis and the timeframe available up to the assessment, we develop a project framework for presentation to the client.
Depending on the country’s needs
The technical assistance typically takes the form of a series of interactive on-site missions aimed at, for example, the development of risk based supervisory tools and supervisory strategies, investigation manuals, sectorial risk assessments, training for law enforcement, prosecutors, and members of the judiciary, and assistance with legal drafting. The time between missions is designed to be utilized by national stakeholders to implement agreed tasks.

Our interactive mission-based approach has so far proven to be very effective in instilling a deep understanding and ownership by relevant stakeholders of the work that is being undertaken. It also results in a training effect in terms of enhancing the knowledge of stakeholders of the FATF requirements and the revised evaluation procedures, which in turn improves the preparedness of officials for the interviews with the assessors.
